The basic idea of the roleplay we're trying to start is this:
Now, before I get into this, I'll warn you. We didn't look to see if it had been done before, and it probably has, and if it has, that's fantastic for the people doing it, especially if they have been successful in their efforts. But don't come here complaining that you believe we copied from someone else. We didn't intend to if we did.
Anyway, the idea is that we get a group of people together to create this world ran by empires and the rulers that govern them. Giving nearly anyone to seize the chance to become a leader, a merchant, a thief, a soldier, or whatever else they want. Using gold ingots as the primary trading medium, this is how a nation's wealth is determined, and how nations will trade with each other, though bartering amongst individuals is allowed.
The basic process is that if an individual hears of the server and wishes to join, he is free to come into the server and look around (the default position cannot destroy or set blocks) should he wish to become a member of the server, he would need to request to speak to either me or xTdub, the server owner, we are the admins. After being spoken to about the rules and his intentions in the server, he is elevated to citizenry in the server and is free to carry out what he intended on doing. We find that this would probably be sufficient in deterring griefers and trolls, along with our blacklist, which will be mentioned in the rules post.
As we establish the community, those wishing to join the server are given rather limited choices. They may join one of the existing empires, or, if there is a slot available, start a new one. At the time this post was written, (5/9/2011), there are three slots remaining for empire leadership.
Those who join an existing empire are allowed to tour the empire unhindered and speak to the leaders of those empires. Once they select their empire, they are held accountable and subject to the leader's rule (and those who he appoints in command) in every sense of the word, as the current main goal is to build up empires, rebellion is highly discouraged. Should anyone find themselves unhappy with their current empire, they are free to denounce their citizenship within the empire at any time and select a new one, or create one if there is a slot available. Though betrayal is currently a bannable offense. If one anyone decides to switch empires they are to take only that which is theirs, or that which the leader allows them to take from the empire's coffers.
Those who decide to create an empire will be allowed to essentially do whatever they please, within their own empires, of course. They may establish alliances, trade with other empires, wage war, enslave other empires, build an army, or erect massive fortresses. The actions of their empire fall upon them. They could be a benevolent leader, or a malevolent tyrant. It is entirely up to them, though it is also entirely up to the people within their empire to stay or go, so it is in the leader's best interest to treat his citizens well. Empire leaders should be aware that constructing a base essentially claims the biome and the surrounding biomes (four in any direction) for their empire. And they may not build a base within four biomes of another empire's base without express permission from the empire(s). Doing so without permission may spark war and the offended empires may dismantle such structures with impunity. The same goes with multi-biome structures such as highways, railroads, aqueducts, and anything else that falls in a similar category.

Keep in mind that these addons are not permanent, and may be here today and gone tomorrow. xTdub and I are searching for the right combination of addons to give the experience that we aim to deliver. Suggestions are always welcome and will almost always be implemented, if only on a trial basis.
The server is running a blacklist to block certain items that can be used for griefing. They are as follows:

Diamond Picks
TNT
Gunpowder
We feel that this list is fairly reasonable. Though our aim is not to obstruct the possibility of fun, and are more than willing to provide these items to people (under supervision) with good intentions. Though the last thing we want to see is an obsidian castle, or someone blasting another's city to bits with TNT, but the more innocent uses for such blacklisted items are acknowledged and will be allowed, again, under supervision.
It should be noted that the server is running a Nether addon. And those empires who intend to explore or colonize the nether can have a single portal constructed anywhere they wish at a cost of 30 diamonds and 30 gold ingots paid to the Empire of Wyvern, led by Brother_Greed and the second in command, xTdub (Though we may be an admins, xTdub and I strive to keep our empire legitimate. We mine all of our resources, smelt our own ore, and dig for diamonds like any other the only things we provide ours empire with through admin commands are Obsidian and Flint and steel to be able to deliver Nether Portals). This is put in place to allow the nether to be something that is more sought after, especially for its safety from attacking empires due to its exclusivity. The portal will also be permanent, given the blacklisting of Diamond picks, so the security of your empire's investment would be secured.
